Sub:- Regarding input/suggestion on prevention of frauds in CBS Post Offices

Recently some fraud cases are noticed in CBS Post Offices by transferring of accounts of other SOL and closing them without knowledge of the customers.

After discussion, it has been proposed that:-

1. Transfer of accounts is to be done by Parent SOL's HO only (ie. respective HO of account SOL ie. either transfer application to be submitted in Home SOL (where account stands) and if submitted to other office, application form/KYC document to be sent to Home SOL by Regd. Post then Home Sol forward the case to respective HO for Transfer, after necessary verification).

2. After closure of account the passbook of closed accounts to be submitted to SBCO with closure form (SB-7A).

3. Signature of all closed accounts to be checked by SBCO in Finacle. However, before reaching out any decision in the matter, it is considered appropriate to call for comments/suggestions of the Circles, latest by 20.09.2019, for further examination and necessary action at this end.

It is therefore requested that the matter may be examined & comments/input of the Circle, if any, be submitted to help us decide the issue early. In case no response is received by the given timeline, it would be presumed that Circle has no comments/suggestion to offer.

Please find enclosed herewith note received from PS to Hon'ble Minister of Communications on the targets fixed for the Department of Posts for 2019 - 20.

It has been directed that the target allotted to the different Divisions should be further distributed amongst the Circles and conveyed to them immediately for achieving the same within the timelines

2 The Hon'ble MoC will review the achievements of the above targets which are measurable / monitorable. on single parameter on a monthly basis with the senior officers of the Department The first review may happen in the month of October. 2019 for which dates will be conveyed separately

3 You are kindly requested to send the achievements with regard to different targets in the first week of succeeding month for the achievements of the last month, so that the same may be compiled and presented before the Hon'ble MoC during the review.

4 Urgent action may kindly be taken in this regard

 Subject:- Transmission of e-PPO(PDF & XML) to the authorized hanks in fresh pension cases.

e-PPO project has been started for issuing electronic PPO to pensioners and to digitize the whole pension processing The e-PPO system aims at online processing of pension cases and movement of online data from Head of Office (HoO) to Pay & Accounts Office (PAO) to CPAO to Bank for fresh as well as revision of pension cases. In this system, all the stakeholders i.e. BOO, PAO, CPAO and Banks would perform their respective work online. The main objective of this exercise is to put in place seamless transmission of pension electronically from head of office to banks for payment of pensions.

2. At present, pension cases in respect of central civil pensioners are being processed online through I'FMS and e-PPO (XMI. & PDF file) is being forwarded by the Pay & Accounts Offices to CPAO.

3. It has now been decided to send the e-PPO (XMI. & PDF file) to the banks for consuming the data in their system after updating their pension software as per requirement. The physical PPO booklet along with the SSA in fresh pension cases will continue to be sent to all the banks as a parallel run till the system stabilizes.

4. It is also clarified that details given in Physical Booklet of PPO will be sacrosanct and supersede in case any mismatch or discrepancy arises between the data of PDF and XML file of e-PPO.

Subject: - Standard Operating Procedure (SOP) for handling of unclaimed accounts/certificates identified under Senior Citizen Welfare Fund (SCWF) Rules 2016.

Sir I Madam,

The undersigned is directed to refer to this office letter of even number dated 25.10.2018 vide which SCWF Rules 2016 notified vide G.S.R. 322(E) dated 18.03.2016 issued by the Government of India on the subject were forwarded for information and further necessary action.

2. A "Standard Operating Procedure for handling of Unclaimed accounts/certificates identified under Senior Citizen Welfare Fund (SCWF) Rules-2016" to be followed in this regard is enclosed herewith.

3. It is requested that this SB order should be circulated to all CBS Post Offices and it should be implemented immediately.

How to apply for the Examination of inspector of post held in year 2019



Instructions to the candidates applying for the Inspector Posts examination scheduled on 19th and 20th October, 2019. 

General Instructions: 

1. Please refer to the instructions issued in the Notification released by the Postal Directorate [DE Section] vide letter F. No. A-34012/03/2018-DE dated 9.5 September, 2019.

2. As per Para 2 of the Notification, applications are invited from Willing and Eligible applicants through Online in the link mentioned below: http://ccc.cept.gov.in/ipapplication 

3. It was also mentioned in the notification that hard copy of the application duly signed by the applicant has to be sent to parent office. For APS candidates, hard copy of the application duly verified by the authority is required to be sent to the concerned Circle Office.

Procedure for applying through Online IP application website: 

1. Registration is compulsory through the web site mentioned below for the candidates applying for the Inspector Posts Examination. http://ccc.cept.gov.in/ipapplication

 2. Preferred browser is Google Chrome in Desktop Computer for the Website.

3. Candidate has to click on Register Button for proceeding to Registration. In the Registration form, candidate has to furnish the details of Name, Valid email ID, Mobile Number, Password of his choice for login and a security Question with Answer for the purpose of Forgot Password option etc.,

4. Once Registration is successful, message will be displayed to the user with the needful instructions.

5. For the purpose of Login, user has to check their mail box and Click on the Link sent to their registered mail ID.

 6. On successful validation, user is able to Login to the Website through the above url for applying to the Inspector Posts Examination.

7. For Log In, user has to enter their eMail ID as user name and the password mentioned the time of registration.

 8. After Log In, user can submit his application for Inspector Posts Examination.

9. All the fields which are marked with (v) are mandatory fields.

10. Before filling up of the application, user has to keep his Photo and Signature ready in JPEG format for uploading. Size of photo and Signature should be below 100 KB.

11. While entering the details in the form, form will reload multiple times to fetch the required fields. Please wait for the process to complete while filing the form.

12. After selection of No. of chances already availed field, application will calculate the eligibility of the candidate for the examination.

 13. After filling up of the form, uploading the photo, Signature, entering of Captcha etc., user has to click on SAVE button to cross check the data entered with photo, Signature uploaded.

14. After cross checking the data, User has to click on "Final Submit" button to submit the application. No modifications can be done after final submission.

15. If any correction is required to the data, user can click on "Cancel" button and do the changes to the fields. After correcting the details user has to click on SAVE button and Final Submit button to submit the application successfully.

 16. User has been provided with option to print the application immediately after "Final Submission". User has to print the application and sign it before sending the same to their parent office/controlling Unit.

17. Options have been provided to the user to Change Password, Download/Print the application submitted etc., at any point of time.

Standard Operating Procedure (SOP) for tallying abstracts

Sub: Standard Operating Procedure (SOP) for tallying abstracts and resolving discrepancies.

Reliability of parcel operations is the most crucial element and is the key to acquire and retain customers and increase parcel business manifold. Tallying of parcel and bag abstract and issue of errors for any discrepancy noticed and its handling till resolution are very important in ensuring reliability in parcel operations.

2. An SOP duly approved by the competent authority is enclosed which has to be followed in all offices dealing with accountable parcels, record offices and administrative offices. Actions to be taken by each office are delineated in the SOP.

3. Workshops may be held at Circle/ Regional/ Divisional level in next 15 days to sensitise the staff about the contents of this SOP. The directions of this SOP have to be followed at each level.

Accounting procedure for crediting the amount withdrawn by the pensioner form PFRDA and interest thereon

Subject: Accounting procedure for crediting the amount withdrawn by the pensioner form PFRDA and interest thereon in to the Government Account for availing benefir of Additional Relief on Death / Disability of the Govt. servant covered under NPS-reg.

11)   Reference have been received from the pay & Account offices for accounting procedure for the NPS corpus deposited by the pensioner/ Family pensioner or received from PFRDA.

22)      O/o CGA vide its UO no. 1(7)(2) /2010/cls/TA/205 Dated 05.08.2019  has suggested the accounting procedure for the amount of the NPS  corpus received form  pensioner/ Family pensioner / PFRDA as under :

A)    The amount received may be deposited into the existing government account of the PAO concern.

B)     The receipt may be accounted for by crediting MH 0071- Contribution and recoveries towards pension and other retirement benefit, 01- civil minor head 101- subscription and contribution. A new subhead accumulated pension wealth in respect of NPS subscribers may got opened under the above head for the purpose, if already not opened.


33)      All the Pr. CCAs/CCAs/CAs/AGs/ Administrators of UTs requested to instruct concerned PAO to follow the account procedure mention above.
